Hi Brian,
We would recommend starting out with just enough water to cover the percolator. As long as it looks like the smoke is being fully filtered through the water , there should be enough. You can add more, but too much will cause water to be pulled up into the stem into the mouthpiece. You just need to find a happy medium.
As for the Spinning Fidget ball, we're not aware of any way to make it continue to spin for an extended period of time.
